A seat of Justices Ashok Bhushan, S K Kaul and M R Shah asked Solicitor General Tushar Mehta, who contended for the administration, said laborers ought not need to pay for their excursions back home.

Mehta presented a fundamental report, which said 91 lakh vagrant specialists had taken to their states till Wednesday during an across the country lockdown to contain the coronavirus. Upwards of 3,700 exceptional trains conveyed laborers between May 1-27, said the report.
